Updated Status and Frequently Asked Questions (FAQs) Regarding the AT&T/Bechtel Lease Proposal

This attached FAQ document (version 3, current as of 20 September 2011) is intended to communicate as much factual information as possible with all FRRA members regarding the ongoing consideration of the lease proposal from AT&T/Bechtel.

On 24 August 2011, AT&T/Bechtel notified the FRRA that they had modified their site plans so that the proposed facility and all associated equipment would no longer be on FRRA property and instead would reside on Fair Ridge Community Association (FRCA) property.  They then pursued the lease proposal with that association and the FRRA stopped actively considering the lease proposal.  On 6 September 2011 AT&T/Bechtel notified the FRRA Property Manager that the proposed Dominion Virginia Power power line on Fair Ridge Community Association property had been rejected due to load capacity and consequently AT&T/Bechtel was again interested in pursuing the lease with the FRRA contingent upon an agreement with Dominion Virginia Power to replace the power line pole at the original proposed site (the pole closest to the FRRA tennis courts) with one capable of supporting the AT&T antenna.  A one-time easement would be required from the Fair Ridge Community Association to run power and communications lines to the proposed facility.  The FRRA is currently awaiting the completion of AT&T/Bechtel and Dominion Virginia Power discussions and presentation of a formal site plan for the revised proposal.  The FRRA is also currently awaiting the outcome of the Fair Ridge Community Association's consideration of the required one-time easement.  If both of these activities are resolved and the proposal is still viable, the FRRA will consider the lease proposal per the deliberative process outlined in the latest FAQ document (including a community survey to gauge community support for the proposal).
